Facebook begins rolling out embedded posts, starting with major media partners

Facebook begins rolling out embedded posts

Facebook has plenty of options for integrating with sites across the web. In fact, its share and like buttons were very much at the forefront of the social widget revolution. But, while its friends at Instagram have been enjoying embeddable posts since early this month, Facebook has had no comparable capabilities. That small, but obvious, advantage enjoyed by Twitter and Vine is finally disappearing, however. Today the popular social network and personal data gold mine unveiled Embedded Posts, which enable anyone to place interactive widgets on a page that contain images, links, update text and even clickable hashtags. Obviously, you can also like a post or follow the source account right from the embedded content. The feature is rolling out slowly, with CNN, Huffington Post, Bleacher Report, PEOPLE and Mashable the first to have it turned on for their accounts. Facebook promises that broader availability will be coming soon, but it my be awhile before personal accounts can start embedding public posts all over the web.

U.S. panel backs lung cancer screening for high-risk groups

CHICAGO | Mon Jul 29, 2013 11:15pm BST

CHICAGO (Reuters) - After decades of debate, an influential U.S. panel has endorsed the use of low-dose CT scans to detect lung cancer in high-risk individuals, paving the way for insurance coverage of the test for as many as 10 million smokers and former smokers.

The draft guidelines issued on Monday by the U.S. Preventive Services Task Force call for annual CT screening of current and former smokers aged 55 to 80 with a history of smoking the equivalent of a pack a day for 30 years, or two packs a day for 15 years. The recommendation applies to those who have quit smoking within the past 15 years.

The panel gave the screening a "B" recommendation, meaning they are at least moderately certain that the benefits of testing outweigh the harms. Under the Affordable Care Act, insurers are required to cover preventive services with a grade of "B" or higher.

The recommendations, posted on the task force website, are intended to help prevent some of the 160,000 annual lung cancer deaths in the United States, which exceed the total number of deaths from breast, prostate and colon cancer combined. Smoking is the biggest risk factor for developing lung cancer, resulting in about 85 percent of lung cancers in the United States.

Dr. Michael LeFevre of the University of Missouri in Columbia, who served on the task force, said "getting screened for lung cancer is not an alternative to quitting smoking," but he said screening high-risk smokers can prevent as many as 20,000 deaths a year.

Laurie Fenton Ambrose of the Lung Cancer Alliance, a group that has long advocated for lung cancer screening, said if approved in final form, the guidelines would represent a "profound" and "monumental moment."

The guidelines largely fall in line with recommendations from most major groups of cancer experts, including the American Cancer Society and the American Society of Clinical Oncology.

But some doctors worry the rating might lead to overdiagnosis and overtreatment of cancers, in much the same way that widespread screening programs for breast and prostate cancers have done.

PROPOSED GUIDELINES

The proposed guidelines are based on a review of research studies published since 2004, the time of the group's last review. The evidence review was published in the Annals of Internal Medicine.

Some of the strongest evidence came from the National Lung Screening Test, the largest-ever lung cancer screening study that in 2011 found CT screening cuts deaths from lung cancer.

The federally funded trial, which studied 53,000 current or former heavy smokers, found that CT scanning cut lung cancer deaths in high-risk smokers by 20 percent compared to no screening or to chest X-rays, which often miss early-stage cancers.

Dr. Clifford Hudis, president of the American Society of Clinical Oncology, said the draft recommendations reflect the positions of several cancer groups.

"I think they are catching up to the science," said Hudis, adding, "We agree with them."

Of course, using a highly sensitive test like a CT scan to look for early signs of lung cancer will undoubtedly result in high rates of false positives. The NLST found that 320 high-risk smokers had to be screened to prevent one lung cancer death.

Because of that, and the potential risk from annual exposure to radiation from the CT scans, LeFevre stressed that the screening should only be used in the high-risk groups specified by the guidelines.

"We believe the benefits do outweigh the harms in the group we have targeted for screening. We are not sure of that for those of lower risk, either by age or smoking history," he said.

OVERDIAGNOSIS

The National Lung Screening Trial showed that for every five to six lives saved by screening, one person died as a result of post-screening procedures, such as a needle biopsy that collapsed their lung.

Dr. Peter Bach, director of Memorial Sloan-Kettering Cancer Center's Center for Health Policy and Outcomes, who has studied the impact of lung cancer screening said with the new guidelines, "overdiagnosis is guaranteed."

Bach said he hopes doctors will view the "B" rating as an indication that the recommendation was weak. "They are not telling people you have to do it," he said.

LeFevre said it is very important that doctors follow up tests with imaging first, rather than invasive procedures.

"Most of the abnormalities found on CT scan are not cancer, but they do lead to further testing. That is why it is important to limit this to the high-risk group," he said.

Dr. Kenneth Lin, an associate professor of family medicine at Georgetown University School of Medicine and formerly on the staff of the U.S. Preventive Service Task Force, said there is still not enough good data on the issue of overdiagnosis, which will make it difficult to counsel patients on whether to have the test or not.

"If a patient came to me asking for screening and if he/she didn't meet the criteria, I'd simply say 'no'," Lin said in emailed comments.

If patients did meet the criteria, Lin said he would press for more details on the patients potential risk for lung cancer and if the patient is still smoking, offer counseling about the need to stop.

"Then I'd explain the uncertainty regarding the harms and only order the test if they expressed a clear preference for it after all that," he said.

What worries LeFevre and others is that some doctors and hospitals will try to profit from screening, which costs a few hundred dollars a test.

"We hope that physicians will not use this recommendation to exaggerate the benefits of screening," he said.

The task force is expected to decide whether to make the recommendation final sometime after August 26 when the public comment period ends.

(This story has been corrected to make it clear that the guidelines were posted on task force website)

2-headed turtle at SA zoo gets Facebook page

SAN ANTONIO -

A two-headed turtle born last month at the San Antonio Zoo has become so popular that she has her own Facebook page.

Zoo officials say the Texas cooter, named Thelma and Louise for the female duo in the 1991 Oscar-winning movie, has been doing well.

Spokeswoman Debbie Rios-Vanskike says the turtle eats and swims, and added that the two heads ? named Louise Left and Thelma Right ? get along.

The Facebook page on Sunday showed photos of the quirky reptile and imaginary conversations between the two heads.

The turtle hatched June 18. The animal is on display at the zoo's Friedrich Aquarium.

The Staycation in Park Royal Penang

When you mentioned Park Royal Penang in Batu Ferringhi, many will tell you stories on the history of the hotel. While many locals still live in the past, the hotel has move on. In fact, the hotel has gone through a revamp with a huge renovation on their hotel rooms. The legacy remains with new directions.
parkroyal penang batu ferringhi hotel entrance
Penang has changed for good in the past few years. More places for good food and more hotels are opening on the island. To drive from Kuala Lumpur to Penang, it should take less than five hours drive (without speeding) with leisure speed and it will take an hour for a plane ride. We chose to drive because we wanted to travel freely on the island.
parkroyal penang batu ferringhi lobby
It didn?t take us long to reach Park Royal Hotel. Even though the exterior looks the same but the interior is a world of its own. I always feel that hotel services in Malaysia fares poorer compare to our neighbours but in Park Royal Penang they proved me wrong. Doormen and front desk staffs were helpful and friendly.

We got ourselves a beautiful seaview room. I love how the newly renovated hotel rooms. It looks like new!

The swimming pools in Park Royal Penang must be mentioned. They have two swimming pools, one for the adults and one for the children.

If you are bringing your kids for a staycation in Park Royal, they will love the children?s pool. It is like mini water theme park but it is always advisable parents or guardians should be around when the kids are playing in the pool

If you are a beach person, just walk a few steps and you will be greeted by the beautiful Batu Ferrighi white sandy beach. Facing the Strait of Malacca, there are varieties of sports activities available.

Having a brisk walk or even a jog at this beautiful beach during morning or evening is relaxing. Usually the sea water here is not that rough so swimming in the sea is consider safe. Jelly fish attacks are rare in Penang.

If you don?t want to soak into the sea water, you can always sun bathing at the benches available exclusive for hotel guests.
parkroyal penang batu ferringhi breakfast
Breakfast in Parkroyal Penang was not disappointing as well. I thought it will be the same old typical ?Malaysia hotel breakfast? and I was wrong. They have local Penang food like char kuey teow and nasi lemak for breakfast.
parkroyal penang batu ferringhi lobby at night
I stayed two nights in Parkroyal Penang and it was blissful. Due to Rachel?s pregnancy, we stayed in the hotel most of the time and we didn?t even make time for the Batu Ferringhi night market. Please don?t be fooled by the exterior and the history of the hotel as the rooms were renovated and rejuvenated. If you are planning to visit Penang for a staycation, ParkRoyal Penang Batu Ferringhi is an option for you.

Galaxy's road struggles continue in 2-0 loss to Colorado

COMMERCE CITY, Colo. ? Hendry Thomas scored in the 41st minute, and the Colorado Rapids shut out the Los Angeles Galaxy, 2-0, on Saturday.

Dillon Powers added a goal and an assist for Colorado (9-7-7). The Rapids beat the Galaxy for the first time in seven meetings and had been 0-5-1 over that span.

Colorado is unbeaten, 4-0-2 in its last six games after going through a 0-4-1 stretch.

Thomas found space between two defenders when Powers lined up for a corner kick. Powers put the ball right on the head of Thomas, whose header sailed past goalkeeper Carlo Cudicini.

Los Angeles (10-9-3) was looking for its fifth win in seven matches. The Galaxy was shut out for the sixth time this season in falling to 1-6-0 in its last seven road games.

Colorado added a goal in the 47th minute when Edson Buddle found Powers in stride just over the midfield stripe. Cudicini came out to stop the shot, but Powers got the ball under the lunge of Cudicini.

The Galaxy was without Landon Donovan and Robbie Keane. Donovan missed his fifth straight game due to service with the U.S. national team while Keane sat out with a left hip flexor strain suffered the previous weekend.

Hector Jimenez found an opening in the 15th minute, but fired a shot over the crossbar for the Galaxy. Juninho barely missed with a shot from 30 yards in the 22nd minute. His shot grazed the left post.

Colorado's Clint Irwin caught a shot from the left wing by Galaxy's Todd Dunivant at the close of the half in added time.

Referee Juan Guzman issued three yellow cards in the first half.

Thomas drew a yellow card for upending Juninho in the ninth minute. Thomas will serve his second suspension of the season when the team plays Aug. 3 against Real Salt Lake.

The Galaxy's Juninho and Pablo Mastroeni, a former Colorado midfielder, received theirs moments apart after disputing non-calls. Juninho had been hauled down by Shane O'Neill in the 30th minute.

The Galaxy didn't test Colorado goalkeeper Clint Irwin. Irwin produced his eighth shutout of the season.

West Penn Allegheny hospitals cut 262 jobs, 200 vacant positions

Allegheny Health Network said Friday it is laying off 262 employees and eliminating 200 vacant positions in its West Penn Allegheny Health System.

Dan Laurent, spokesman for Highmark?s Allegheny Health Network confirmed the cuts Friday afternoon.

According to Laurent, the cuts ?span every level of the workforce? at all five of the hospitals in the WPAHS network, including Allegheny General, West Penn, Forbes, Allegheny Valley and Canonsburg units. The reductions also impacted the WPAHS corporate.

Laurent declined to provide exact numbers of cuts for each of the hospitals.

While the cuts were across the spectrum of positions, Laurent said few of the layoffs occurred in direct-patient care.

Incredible Technology: How Supercomputers Solve Giant Problems

Editor's Note: In this weekly series, LiveScience explores how technology drives scientific exploration and discovery. - See more at: http://www.livescience.com/37671-how-to-do-brain-surgery.html#sthash.NIJ821It.dpuf

Editor's Note: In this weekly series, LiveScience explores how technology drives scientific exploration and discovery.

Today's supercomputers are marvels of computational power, and they are being used to tackle some of the world's biggest scientific problems.

Current models are tens of thousands of times faster than the average desktop computer. They achieve these lightning-fast speeds via parallel processing, in which many computer processors perform computations simultaneously. Supercomputers are used for everything from forecasting weather to modeling the human brain.

What sets supercomputers apart is the size and difficulty of the tasks they can tackle and solve, said Jack Wells, director of science at the Oak Ridge Leadership Computing Facility at Oak Ridge National Laboratory in Tennessee. [9 Super-Cool Uses for Supercomputers]

"Supercomputers can do supersize problems," Wells said.

Supercomputers are often built from the same components as regular computers, but they're integrated so they can work together, Wells told LiveScience.

The first supercomputers were developed in the 1960s, designed by electrical engineer Seymour Cray of Control Data Corporation (CDC). In 1964, the company released the CDC 6600, often considered to be the world's first supercomputer. Cray later formed his own company, which made the Cray-1 in 1976 and Cray-2 in 1985.

These early supercomputers had only a few processors, but by the 1990s, the United States and Japan were making ones with thousands of processors. Fujitsu's Numerical Wind Tunnel became the fastest supercomputer in 1994 with 166 processors, followed by the Hitachi SR2201, in 1996, with more than 2,000 processors. The Intel Paragon edged into the lead in 1993. As of June 2013, China's Tianhe-2 was the world's fastest supercomputer.

Supercomputer performance is measured in "flops," short for floating-point operations per second. Today's machines can achieve speeds in petaflops ? quadrillions of flops.

The TOP500 is a ranking of the world's 500 most powerful supercomputers. China?s Tianhe-2 achieves 33.86 petaflops, while the Cray Titan reaches 17.59 petaflops, and IBM's Sequoia ranks third at 17.17 petaflops.

Solving supersize problems

Researchers have harnessed the number-crunching power of supercomputers to work on complex problems in fields ranging from astrophysics to neuroscience.

These computational behemoths have been used to answer questions about the creation of the universe during the Big Bang. Researchers at the Texas Advanced Computing Center (TACC) simulated how the first galaxies formed, and scientists at NASA Ames Research Center in Mountain View, Calif., simulated the birth of stars. Using computers like IBM's Roadrunner at Los Alamos National Laboratory, physicists have probed the mysteries of dark matter, the mysterious substance that makes up roughly 25 percent of the mass of the universe. [101 Astronomy Images That Will Blow Your Mind]

Weather forecasting is another area that relies heavily on supercomputing. For example, forecasters used the TACC supercomputer Ranger to determine the path of Hurricane Ike in 2008, improving the five-day hurricane forecast by 15 percent. Climate scientists use supercomputers to model global climate change, a challenging task involving hundreds of variables.

Testing nuclear weapons has been banned in the United States since 1992, but supercomputer simulations ensure that the nation's nukes remain safe and functional. IBM's Sequoia supercomputer at Lawrence Livermore National Laboratory in California is designed to replace testing of nuclear explosions with improved simulations. ?

Increasingly, neuroscientists have turned their attention to the daunting task of modeling the human brain. The Blue Brain project at the ?cole Polytechnique F?d?rale de Lausanne in Switzerland, led by Henry Markram,?aims to create a complete, virtual human brain. The project scientists are using an IBM Blue Gene supercomputer to simulate the molecular structures of real mammalian brains. In 2006, Blue Brain successfully simulated a complete column of neurons in the rat brain.

Sharing the load

The quintessential supercomputer typically consists of large datacenters filled with many machines that are physically linked together. But distributed computing could also be considered a form of supercomputing; it consists of many individual computers connected by a network (such as the Internet) that devote some portion of their processing power to a large problem.

A well-known example is the SETI@home (Search for Extraterrestrial Intelligence at home) project, in which millions of people run a program on their computers that looks for signs of intelligent life in radio signals. Another is "Folding at home," a project to predict the 3D structure of proteins ? the biological workhorses that perform vital tasks in our bodies ? from the sequence of molecular chains from which they're made.

In the future, supercomputers will edge toward "exascale" capabilities ? about 50 times faster than current systems, Wells said. This will require greater energy, so energy efficiency will likely become an important goal of future systems. Another trend will be integrating large amounts of data for applications like discovering new materials and biotechnologies, Wells said.

Sky's Now TV box is a ?9.99 Roku clone that streams iPlayer and more

Sky Now TV box is a 999 Roku clone that streams iPlayer and more

BSkyB started investing in Roku last year and it's leveraged that involvement to develop this new Now TV set-top box. Going on sale today for just £9.99 (including shipping), it brings a rebranded Roku 2 XD (no gaming remote) with software built for Sky's IPTV platform and a curated list of additional channels. Notably missing from the list are Netflix, Lovefilm, ITV Player, and 4oD, however Now TV (of course), iPlayer, Demand Five, Spotify, Facebook and several Sky channels are included. It gives up a bit in flexibility compared to the standard player, but the ultra-low entry price certainly makes for a compelling option. Roku is facing more competition than ever with new game consoles, Google's Chromecast and even Apple's TV ambitions, we'll see if partnering with traditional providers makes it the "operating system for TVs" CEO Anthony Wood wants it to be.

For Sky, this is just part of a multi-pronged plan to move its TV offerings into the future, detailed in today's earnings report. Starting in September it will offer a WiFi equipped Sky+HD box to customers as the standard, and low cost wireless adapters to those with older hardware that isn't already connected. It's also enhancing Sky Go, with plans to add 10 new channels in the next year while marketing Sky Go Extra more. Finally, it's adding more content to the Catch Up TV and Sky Store VOD bundle -- check the PDF linked below for more details.

Greece woos tourists with longer shopping hours

ATHENS, Greece (AP) ? Greece's parliament has approved legislation to extend Sunday opening hours for stores, in an effort to boost spending by tourists and stimulate the crisis-hit economy.

Lawmakers voted Wednesday in favor of legislation allowing department stores to open on seven Sundays during the year and smaller, independent shops the right to open every Sunday. Earlier rules kept most stores closed.

Small business associations, left-wing opposition parties, and senior members of the Greek Orthodox Church strongly oppose the new measures. Store owners and the Greek Communist party staged demonstrations in central Athens late Tuesday.

Greece is expecting a boost to its key tourism industry this year. More than a million visitors arrived in the January-March period, a 4.6 percent increase from 2012, according to the Bank of Greece.

Priestly vocations a challenge for Pope Francis

RIO DE JANEIRO (AP) ? Camilo Sandoval says he faces the choice of a lifetime: He can study engineering in college or he can devote himself to the church.

The 17-year-old from Chile is among the multitude of fervent Roman Catholics who have come to Brazil for the church's World Youth Day, and Pope Francis' success in drawing such youths toward the priesthood could be crucial to an institution that is starving for clergy to serve its growing congregations.

"I'm thinking about being a priest," Sandoval said after arriving at Rio de Janeiro's Sambadrome, where much of the Youth Day celebrations will be held. "I feel fulfilled when I participate in vocation days; there is a closeness to God that attracts me. But I haven't decided."

All too many Catholics, from the church's perspective, have chosen the secular path.

Nearly 25 percent of the world's parishes don't have a resident priest, according to Vatican statistics. And while the number of Catholics in the world grew by 68 percent between 1975 and 2010 the number of priests grew by just 1.8 percent, according to the Center for Applied Research in the Apostolate at Georgetown University.

Most new priests are coming from Africa and Asia, with a sharp drop in Europe. And there has been "a downward trend" in the number of prospective Latin American priests in the pipeline, said the Rev. Gabriel Villa, who is the executive secretary of the commission for vocations and ministries of the Latin American Episcopal Council, though he said he had no precise numbers.

Stagnant recruitment of priests has contributed to the slump in church membership as a percentage of the population in key nations such as Brazil and even Francis' own Argentina.

For some in the impassioned multitude that greeted Francis in Rio on Monday, the first Latin American pope may be able to change that.

Francis appeals to youth across the globe, but particularly in Latin America. Many pilgrims from the region visiting Rio have said they're excited to have a pontiff who can relate to the everyday challenges they face. The humility and genuine warmth that emanate from him are also big draws, along with the common touch of the man known as the "slum pope" in Argentina because of the amount of time he spent working in Buenos Aires' impoverished communities.

"He is a pope who invites us, who encourages us. He says 'you can serve God. You can serve others,'" said Jorge Cavazos, a 34-year-old seminarian in Mexico City who has maintained his desire to become a priest despite more than a decade of scandals that have shaken the church.

Francis underscored the importance of clergy in training by joining bishops in lunch with seminarians following his initial public Mass on Wednesday in the shrine city of Aparecida. It's a theme he already touched on early this month in a meeting with other seminarians and novices in Rome. The pope urged them to keep "freshness" and "joy" in their lives, saying that when clergy "are too serious, too sad, something's not right here."

"There is no sadness in holiness," Francis said.

Villa blamed the declining interest in the priesthood on the influence of other religions, family disintegration and a growing secularization that has pushed young people to be more interested in materialism than spirituality.

"It's no secret that we are in this situation of consumerism, and a priestly or consecrated life asks people to renounce some things and that's not attractive for many," he said.

The biggest sacrifice for many is the pledge of celibacy, and Francis this month gave little encouragement for those who hope to change that principle, praising chastity in his meeting with the seminarians. "We are victims of a culture of the 'temporary,'" Francis said, adding that celibacy vows for those becoming priests or nuns should be a "definitive choice."

The young Chilean, Sandoval, said he had no problem with that.

"I'm OK with taking those vows," said the altar boy and choir member who was drawn to the church partly by a local branch of the Catholic Charismatic Renewal, which has spread across the region, bringing some of the singing, dancing, hand-clapping style of Evangelical churches to parishes across the Americas.

Villa, of Latin America's Episcopal Conference, acknowledged that some Charismatic communities have helped attract priests, but he cautioned that the church urges them to follow the rules established by each diocese rather than venturing into unaccepted new forms of worship.

"Almost all of these movements seek in one way or another to recover some element of early Christianity, be it by singing, by the type of catechism formation, by offering a very deep experience of fraternity," said Rodrigo Guerra, director of the Center for Advanced Social Research in Mexico. "It was said that many people are leaving the church because they find a much clearer human brotherhood in the Protestant world."

Some remain skeptical even that a pope who has generated wide sympathy can revive an institution that charts its history back two millennia.

"You don't lead a church with beautiful phrases or charisma or with a more parochial attitude like the one Pope Francis has," said Bernado Barranco, a religion expert at Mexico's Center for Religious Studies. For Barranco, the church is facing great challenges because of its limited capacity to adapt to modernity, including not getting rid of celibacy.

But seminarian Cavazos in Mexico City sees a new attitude in the church.

"To evangelize you must be happy," he said.

Operation Stomp gets seal of approval from Stortford mayor

A POLICE-LED operation aimed at identifying and protecting vulnerable people and properties has been given support by the mayor of Bishop's Stortford.

Mayor Janice Elliot joined students from The Bishop?s Stortford High School, local PCSOs, Cllr Colin Woodward and officers from Hertfordshire Fire and Rescue Service as they tackled two more vulnerable premises in the town as part of Operation Stomp.

Neighbourhood Inspector Chris Hunt explained: ?Operation Stomp originally started in East Herts as a way of reducing the number of elderly and vulnerable people who were becoming victims of crime, in particular burglary. It focussed on making their homes less obvious to potential offenders.?

To help them achieve this, the police called upon all sections of the community to get involved and the operation has now become a real community project.

Whilst the students got to grips with the gardens last Wednesday, PCSOs Clare Andrews, Steve Siggers and Leon de Bruyn, along with Herts Fire and Rescue officers looked at other areas of concern around the properties.

Jason Saunders from local landscaping company LMC provided the students with protective equipment including gloves and safety goggles.

?So far Operation Stomp has been a real success and this has largely been down to the response we have received from the local communities,? added Det Sgt Dave Greenhill.

?We appealed to all sections of society to help us out with this project and the response has been amazing. The pupils from The Bishop?s Stortford High School are the latest group of volunteers to get involved and we are extremely grateful to them. They have been fantastic.

?We also have our first dedicated volunteers assisting with the project, Wendy-Jo Atter and Sandra Lovatt, who are instrumental in the launch and maintaining the effectiveness of this community initiative."

There are currently more than 90 residents being monitored as part of Operation Stomp, with help from neighbours and other sections of the community, and this number is growing daily.

?The welfare of our community is everybody?s business and it should not just be down to the police to keep an eye out for potential issues,? added Insp Hunt. ?Everyone we have involved so far has been only too happy to help and I am hoping that this operation will inspire people to want to become involved in the welfare of their community and look out for those who are less capable of looking after themselves.?

Anyone who is interested in playing a part in Operation Stomp is asked to contact DS Dave Greenhill on the non-emergency number 101 or via email: david.greenhill@herts.pnn.police.uk.

Palestinians say no peace talks without '67 borders agreement

By Ali Sawafta and Allyn Fisher-Ilan

RAMALLAH, West Bank/JERUSALEM (Reuters) - The Palestinians played down on Monday the significance of an imminent meeting in Washington of their top peace envoy with his Israeli counterpart, saying formal negotiation would not begin unless their opening terms were satisfied.

The Palestinian position seemed to run counter to U.S. hopes that bringing together Saeb Erekat and Israel's Tzipi Livni in the coming days would kick-start peacemaking stalled for almost three years over Jewish settlements in the occupied West Bank.

In another setback to the negotiators' meeting, Israeli Prime Minister Benjamin Netanyahu planned first to seek cabinet-level approval for the prospective new talks, which were announced by U.S. Secretary of State John Kerry on Friday.

At the time, Kerry, winding up months of intensive and discreet mediation, predicted Erekat and Livni would join him in Washington "to begin initial talks within the next week or so".

But that appeared unlikely as Netanyahu, facing skepticism within his rightist governing coalition at the diplomatic drive, wanted to await the next full sitting of his cabinet on July 28 or possibly an earlier session of the smaller security cabinet.

"It looks like negotiations will begin only next week, not this week," an Israeli official said late on Sunday, disclosing Netanyahu's plans to win over recalcitrant ministers.

Netanyahu says the new talks must be held without "preconditions", especially regarding the borders of the state Palestinians want to found in the West Bank, East Jerusalem and Gaza Strip, which Israel captured in the 1967 Middle East war.

Though it withdrew from Gaza in 2005, Israel deems all of Jerusalem its undivided capital - a status not accepted internationally - and wants to keep swathes of West Bank settlements under any eventual peace accord.

Yet the Palestinians insist no negotiations can be held until all sides agree the pre-1967 borders would be their basis.

Abbas spokesman Nabil Abu Rdaineh said Erekat had yet to be invited to Washington. When he goes, Abu Rdaineh said, it would be first to determine the framework of any future negotiations.

"If they reach an agreement over the details, in accordance to the Palestinian demands, then the launch of negotiations will be announced," Abu Rdaineh told Reuters on Monday.

PRISONERS, PLEBISCITES

He said that those demands, relayed by Abbas to Kerry, included Israel's recognition that the two-state solution was predicated on the 1967 borders, and clarifications about its planned release of Palestinian prisoners in a goodwill gesture.

Even the latter was dogged with dispute, however.

Israel said that, starting in September, it would free 82 Palestinians jailed before 1993, when the sides signed interim peace accords. But Qadoura Fares of the Palestinian Prisoners Club said Abbas wanted 103 long-serving inmates released.

Interviewed by Jordan's Al-Rai newspaper, Abbas said Kerry had "taken our proposal regarding the resumption of the peace process with him" to Washington.

Abbas held out the possibility that, should diplomacy remain mired, Palestinians, defying pressure by Israel and the Obama administration - would again appeal to the United Nations at its annual assembly in September to support their borders claim.

Denouncing the West Bank settlements as illegal - a view shared by most world powers - Abbas told Al-Rai that Israel should "get out of Palestinian land completely" though he voiced willingness to find a formula addressing its security concerns.

A major focus of these is Gaza, which is now under the control of armed Hamas Islamists who spurn coexistence with the Jewish state, question Abbas' authority, and enjoy grassroots support among some Palestinians in the West Bank.

Alluding to the risk of Abbas' U.S.-backed administration one day falling to Hamas, Netanyahu has said revived peacemaking could prevent the emergence of a West Bank "terror state".

Opinion polls suggest narrow majorities among Palestinians and Israelis for the two-state solution, and both Abbas and Netanyahu plans to put any eventual peace accord to referendums.

Even in the absence of a deal, Netanyahu sees value in the effort as "a strategic process to tighten relations with the United States", the Israeli official on condition of anonymity.

According to the official, Netanyahu would, in convening Israeli ministers on the talks, emphasize the importance of sticking close to Washington to cope with the overarching threats posed by Iran's disputed nuclear program and by spreading strife in Syria and Egypt.

Parliament Passes Law On Public Debt Management

Luanda ? The National Assembly (Angolan Parliament) Friday in Luanda approved the Bill on the Legal Regime on Issue and Management of Direct and Indirect Debt, with 147 votes in favour eight against and two abstentions.

This was during a plenary session in which the document was presented by the Finance minister, Armando Manuel.

The law thoroughly focuses on the guarantees and handling of contingent liabilities in ensuring the marshalling of external and internal resources of public companies, public institutes and of societies of public capitals, within the limits of budgetary discipline.

On the occasion, the minister said the new law might create a new dynamics in the management and mission of the direct and indirect public debt.

On the other hand, during the same session, the MPs approved with 143 votes in favour, two against and three abstentions, the bill on the constitution and composition of the national groups of friendship and solidarity of the National Assembly interparliamentary group.

The applications for naturalisation of the US basketball player, Reggie Moore (32) and his Argentine roller hockey colleague, Martin Ernesto Pavero (36), were also passed with 146 votes in favour, none against and two abstentions.

Meanwhile, the ruling MPLA bench rejected as a plagiarism the Bill on Public Funds submitted by the opposition coalition CASA-CE, that however got full support from the opposition with 35 votes.

The session that removed from the agenda the final voting of the Bill on Private Security Firms, was chaired by the National Assembly speaker, Fernando da Piedade Dias dos Santos.

Prince William's wife Kate in hospital in labor

    By Michael Holden

LONDON (Reuters) - Prince William's wife Kate has gone into labor and been admitted to a hospital for the birth of the couple's first child, who will be third in line to the British throne, his office said on Monday.

After weeks of feverish media speculation over the arrival of the royal baby, Kate, 31, was taken shortly before 0500 GMT (1 a.m. ET) on Monday to the private wing of St Mary's Hospital in Paddington, west London, where William himself was born in 1982.

"The duchess travelled by car from Kensington Palace to the Lindo Wing at St Mary's Hospital with the Duke of Cambridge," Kensington Palace said in a statement.

"Things are progressing as normal. It wasn't an emergency."

Royal sources have said Kate has planned a natural birth with William, a Royal Air Force search and rescue helicopter pilot, to be at her side.

The sex of the baby, who will be third in line to the throne behind grandfather Prince Charles and father William, is unknown as the royal couple want it to be a surprise. Bookmakers have a girl as the firm favorite.

Newspapers have speculated Kate's sister Pippa and mother Carole Middleton might be present for the birth while Queen Elizabeth will be among the first to be informed of the arrival.

The baby will be delivered by Marcus Setchell, the queen's former gynaecologist.

Kate, who needed hospital treatment after suffering acute morning sickness in the early part of the pregnancy, made her last public appearance on June 15 at the "Trooping the Colour", a military ceremony to mark Queen Elizabeth's official birthday.

The BBC reported she entered the hospital though a back door and avoided the crowd of media from around the world who have camped outside the hospital since July 1.

The Lindo Wing, where maternity rooms cost from 5,000 pounds ($7,800) for a one-night stay, is where the late Princess Diana gave birth to William, 31, and to his younger brother Harry, who will drop a place in the line of succession after the arrival.

    TRADITIONAL

The birth will be announced in the traditional way, with an envelope containing notice of the baby's details taken from the hospital to the queen's London residence, Buckingham Palace, where the news will be posted on a board outside the main gates.

"It's a lovely idea they are going to have an envelope rushed over to Buckingham Palace and the figure crossing the forecourt with the easel and putting up the announcement," royal historian Hugo Vickers told Reuters.

"I think that's absolutely great, it's rather theatrical. I think we'll all enjoy that hugely."

While the baby's sex is not known, there has been much conjecture that the child will be a girl after the duchess accepted a teddy from a well-wisher in March saying: "Thank you, I'll take this for my d...".

Whether a boy or a girl, the baby is destined to one day be monarch after Britain and other Commonwealth countries that have the queen as their monarch agreed to change the rules of royal succession so males no longer have precedence as heir.

Royal officials have confirmed the baby will be known as His or Her Highness Prince or Princess (name) of Cambridge. Since William and Kate's wedding the April 2011 the couple has officially been known as the Duke and Duchess of Cambridge. ?

    NAME

Bookmakers have Alexandra as the clear favorite for the baby's name, followed by Charlotte and Diana, in honor of William's mother who died in a Paris car crash in 1997. George is the favorite boy's name followed by James.

However, it might take some time for the name to emerge. The announcement of William's name took more than a week.

After the birth, commentators said Kate was expected to spend some time at her parents' house in the village of Bucklebury, about 50 miles west of London.

The couple, who have been living in a cottage in north Wales where William is based, will eventually take up residence with their baby at Apartment 1A at London's Kensington Palace after a 1 million pound refurbishment is completed later this year. The palace was also William's childhood home.

The royal baby has already generated huge excitement globally as the couple has become global stars after some 2 billion people tuned in to watch their sumptuous marriage.

The duchess, the first "commoner" to marry a prince in close proximity to the throne in more than 350 years, is now a fashion icon, with her attire scrutinized and copied every time she steps out in public.

Analysts estimate baby fever could boost the ailing British economy by 240 million pounds ($380 million) from tourism and souvenirs.

Scottish News: Skin cancer survival figures hailed

Eight out of ten men, and nine out of ten women diagnosed with the most dangerous form of skin cancer will now survive the disease, a new report by charity Cancer Research UK has found.

Survival rates for malignant melanoma in Scotland have increased considerably since 30 years ago, when only 58% of men and 78% of women beat the disease.

The increases are likely to be down to improvements in treatment, early diagnosis and awareness of the symptoms, the charity said.

Skin cancer is one of the fastest rising cancers in the UK, and around 1,200 Scots are diagnosed with malignant melanoma every year.

Dr Tim Crook, a consultant medical oncologist and scientist at the University of Dundee who treats melanoma and works on Cancer Research UK projects, said: "Forty years ago, only around half of those diagnosed with skin cancer were surviving.

"Eight out of 10 is a massive improvement, but clearly we can't stop there. More and more people are beating skin cancer but we still need to ensure new treatments are developed.

"We've come a long way in the fight against skin cancer and that's largely down to the generosity of supporters who have funded research to help us better understand the disease and find new ways of beating it."

He added: "We have seen big improvements in skin cancer surgery and research from Cancer Research UK-funded laboratories has allowed the development of drugs like Vemurafenib, which isn't a cure but can give patients with advanced melanoma valuable extra months."

Skin cancer survivor Caroline Begg, of Glasgow, was diagnosed with malignant melanoma in 2006, when she was 26 years old.

Caroline, once a regular sunbed user, said: "I was very lucky that my cancer was caught early. I think going to the doctor early and the treatment I received saved my life. Now I am the most cautious person in the sun and would never, ever use a sunbed. I would urge everyone to take care so they don't have to go through the trauma I did."

The Kasparovs tour Africa for chess in education

    By Mig Greengard

Kasparov is greeted by the Chairman of the Chess Kenya Githinji Hinga

Apart from promoting chess, Kasparov wanted to hear from local educators and chess people about the challenges they face and what resources they need to meet those challenges in the classroom ? and also in the government and corporate boardrooms. Kasparov said: "It's an awareness-raising trip, both to raise awareness of chess in our destinations and to raise our own awareness about these places and what they need."

KCF Africa, or KCFA, is based in Johannesburg, South Africa, and that is where this tour began and ended. The Kasparovs have spent a great deal of time in South Africa in the past few years, building the infrastructure of KCFA and working with partners like the Moves for Life program that has the enthusiastic support of South African President Jacob Zuma, himself a chessplayer.

In case you'd like to reenact this trip yourself with more sightseeing, Google Maps says you can drive this route, round trip to Johannesburg, in just 134 hours. We will happily publish the report of anyone who achieves this.

On July 16, the trip concluded in fine fashion when Kasparov met with the South African Ministery of Sport and Recreation to discuss a program to find and train the most talented kids in the country. "You can't ignore the importance of sporting achievement to promote the game at every level," Kasparov told us. "The successes of national champions inspire kids and parents, bring media coverage and sponsorship, and build national pride in an intellectual pursuit. The model that has worked is to focus on education and the grassroots but not to ignore the top talents and professional infrastructure."

Planning a generation of South African chess champions in Johannesburg: Sport and Recreation Director-General Alec Moemi, Minister of Sport and Recreation Fikile Mbalula, Kasparov Chess Foundation Africa President Afrika Msimang, Garry Kasparov.

The rest of the itinerary was full of first-time visits even for the well-traveled Kasparovs. Kenya, Uganda, Rwanda, Malawi, Democratic Republic of Congo, Zimbabwe: six countries in five days! It was also the first time most of these nations had seen a former world chess champion, and the response was tremendous. The tour was made possible thanks to fortuitous meetings between the Kasparovs, businessman Preston Haskell, whose family has deep ties to South Africa, and entrepreneur Rob Hersov of VistaJet. The Kasparovs pass on their gratitude to them and to all of their hosts along the way. This report is based on notes and comments from Garry and Dasha and local media coverage. The photos are by Dasha Kasparova unless otherwise specified. We've worked hard to get all the names, titles, and places right and please let us know if corrections are required!

    July 7-8 ? Nairobi, Kenya

The Kasparovs were met at the airport by Douglas Ratemo, the director of Talent Academy, and were whisked off to address and give out prizes at the Kenya National Youth Chess Championship. Federation President Githinji Hinga played the excellent host and discussed his task of rebuilding a federation that has passed through a long period of neglect.

Kasparov told us afterward, "It's a real shame to see how abandoned the Kenyan federation had been. For all the talk from FIDE about supporting chess in the developing world, it's clear here on the ground that that's all just talk. Githinji is serious about rebuilding and we are just as serious about helping them do it. We are glad to talk, but we aren't here with empty hands! FIDE sends a box of ten chess sets, KCFA is working on ten entire schools!"

KCFA aims to export the successful South Africa model to the rest of the continent. The key to the strategy is to bring the business community, the non-profit world, and the political world together with the chess community, the schools, teachers, and parents. There are also many international companies and non-governmental organizations interested in hitching their names to a success story, especially when they hear about the results in South Africa. Unsurprisingly, the politicians' doors open much more easily when Garry Kasparov comes knocking, and they open all the wider when sponsors are involved from the beginning.

We were excited to find this NTV Kenya video titled "Chess grandmaster Garry Kasparov graces local chess tournament" online the first day of his visit. But after watching it through we discovered he doesn't actually appear in it and the entire video is of the junior tournament and kids talking about how excited they are to be meeting him! It's still worth your 90 seconds, especially if you have grown cynical about the power of sports heroes to inspire the next generation, even if those heroes have recently turned 50 years old. The video of Kasparov's actual appearance has not, as far as we can see, been put online yet, unfortunately. Before he got in front of the cameras, Kasparov joked, "Finally, I'm going to appear on NTV!" (The station shares initials with the Kremlin-controlled Russian network that forbids the appearance of opposition members.)

Getting miked up for the interview. "Finally, I'm on NTV!"

The Kasparovs concluded the visit to Nairobi with a meeting with the Kenyan Commissioner of Sport at his office. They were joined by Afrika Msimang, one of the directors of the Moves for Life program and the newly appointed President of Kasparov Chess Foundation Africa.

Then it was time to head west, on to Kampala, Uganda. By the way, joining the Kasparovs on this trip was famous American economist Nouriel Roubini, a friend of Preston Haskell's, who acquired the nickname "Doctor Doom" for his dire predictions ? until many of them came true with the 2008 housing market collapse and ensuing global financial crisis. This made for conversation that provided a little break from discussing the problems of the chess world! Roubini was meeting with various finance ministers and central bankers on the way, although he also attended a chess event or two!

Kasparov's recent appearance in New York City with Moves for Life co-founder Marisa van der Merwe and young Ugandan chess star Phiona Mutesi was covered here, and this entire trip was a logical follow-up move to Kasparov's powerful exhortation in NYC about the importance of education. Ironically, as Kasparov became the first world champion to visit Uganda, Mutesi was playing in an event in South Africa! The Ugandan media was out in force, with dozens of reports from at least ten different sites covering Kasparovs' every move from the airport to their meetings with federation president Luggya M. Vianney and his entire executive group (including detailing the loss of two of the group's suitcases at the Nairobi airport, that were eventually recovered).

If the Kasparovs and chess federation president Kevin Ganza have their way, Rwanda could make news for its chess success. They met with Sports and Culture Minister Protais Mitali and Education Minister Mathias Harebamungu to discuss the benefits of chess in its famous definition as a sport, an art, and a science. There is now a preponderance of evidence that chess is a universal positive for kids in school, with improvements in everything from attendance and participation to test scores in math and even seemingly surprising subjects like reading. But it makes sense when you see that more than anything, chess is fun! The kids love it and don't want to miss it, so attendance rises as soon as chess is introduced into the curriculum. Then they want to get better, and the improved concentration skills help in every subject. When you add the fact that chess bridges every social gap of age, gender, economics, and language, it's really a can't-miss proposition.

The Malawi chess federation may not boast many players, but that doesn't reflect the level of enthusiasm for the game and for Kasparov's visit to Lilongwe. It's worth pointing out that although chess is a cheap game to play, it's not free to host FIDE-rated events. There are fees associated with having arbiters, organizers, ratings and titles to run events, and they are often prohibitive to small federations. Kasparov blasted this state of affairs, saying, "if we as a chess community are going to take our global responsibility to the game seriously, we need to do everything we can to promote its growth where there is the most potential. For the most part that means Africa, Asia, the Caribbean, and Latin America, especially in the areas we call the developing world. Hitting these struggling little federations with FIDE fees is anti-growth and anti-chess."

From two of the smallest countries in Africa they were off to one of the largest nations in the world, the Democratic Republic of Congo. (Not to be confused with the neighboring Republic of Congo. Or with its own previous incarnations as Belgian Congo, the Republic of Congo, and Zaire.) It's the 11th largest country in the world and second only to Algeria in Africa. The Kasparovs headed to the southern tip of the country, to the second-largest city in the DRC after the capital of Kinshasa, Lubumbashi. The group was invited to dinner by the Governor of Katanga Province, Moise Katumbi Chapwe. "A very impressive figure," was Kasparov's evaluation. "I'm always happy to meet people who are more interested in doing than in talking, and Governor Chapwe is such man." Then they met with the Minister of Education, Laurent Kahozi Sumba for a presentation of the KCFA program.

Harare, Zimbabwe, is full of contradictions that are typical in many African nations. The government is divided and private businesses and public institutions are often split as well. Everyone just tries to keep moving forward, and that includes the chess community and federation president Charles Kuwaza. The Kasparovs also met with Harpal S. Randhawa of GEMS Education, which has a global network. They has already announced that the KCFA programs will be implemented in the Rio Zim Foundation's schools in Zimbabwe.

KCFA programs Malawi and Rwanda are also already moving forward, and confirmation is forthcoming from Kenya and Uganda. There is little doubt that the chess landscape in these countries is changing forever as of this month. It won't be every day that Garry Kasparov comes to visit, but the entire global chess community must come together with these far-flung communities of our chess peers. If the bonds are strong, they will no longer be at risk of falling through the cracks. Kasparov said, "these small federations get a few little gifts from Ilyumzhinov every four years and then are safely ignored. It's entirely backwards at the moment. FIDE shouldn't be living off the taxes of these federations, it should be the other way around, with FIDE having enough sponsors to give them the support they need. Real support, real chess brotherhood, also means being available and listening and responding, not disappearing and taking all your big promises with you when you go. KCFA is *here*, and we aren't leaving!"

South African social networks were abuzz about the meeting.

We hope to hear from our African readers about this visit and also about what can be done to promote chess in Africa in the future. Keeping lines of communication open is the first step toward building a global chess community we can all be proud of.
